The CSR vision for Flanders is to create an added-value economy, with CSR as a central part. The goal would be to create an economy that puts people, environment and society in the centre where building socially responsible or sustainable enterprises is desirable. In this sense the vision would be to solve the “triple challenge” which consists of unlocking the untapped potential of certain groups, developing a training policy from the perspective of life long learning, and designing a structural approach to include the various stakeholders in society within the business policy.

The government of Flanders has powers over subjects related to CSR in fields such as: Economy, education, environment, employment, Social affairs and local government.

As a federated state of federal Belgium, Flanders has its own legislative and executive powers with broad and exclusive domestic and foreign responsibilities. The autonomy of the federated states in federal Belgium is such that regional legislation exists on an equal footing with federal legislation. A federal law cannot therefore abolish a regional law. This is characteristic of the Belgian federal model and offers an excellent constitutional means of protecting the cultural and economic autonomy. Thanks to this autonomy, Flanders has all the scope it needs to implement clear and coherent policies in the best interests of the Region.
